According to Mundo Deportivo, both clubs have failed with big-money offers for the Ajax midfielder.
Barcelona had been hoping to swoop in and complete an early deal, with the club well aware that interest is set to mount in his services.
The La Liga winners were reportedly offering €30 million, while Mundo Deportivo also claims that Spurs were willing to pay a staggering €50 million.
Both clubs were told that Ajax are desperate to keep hold of the youngster and he is not for sale.
